INTRODUCED BY CITIZEN KAPI CAPISTRANO
A RESOLUTION
PRESCRIBING MEASURES FOR THE YEAR 2007
TO IMPROVE PHYSICAL AND MENTAL WELLNESS;
CAREER, PRODUCTIVITY AND FINANCES;
RELATIONS WITH FAMILY AND FRIENDS;
INVOLVEMENT IN THE ARTS AND SOCIAL ACTION;
AND FOR OTHER PURPOSES.
WHEREAS, the age of 21 to 29 is said to mark the onset of the so-called “quarter-life crisis;”
WHEREAS, Wikipedia lists the following characteristics, among others, of the said mental condition: loneliness, frustration and confusion of identity; insecurity regarding the near future and regarding present accomplishments; nostalgia for university or college life; disappointment with one’s job; financially-rooted stress; tendency to hold stronger opinions; boredom with social interactions; and a desire to have children;
WHEREAS, 2007 is the 25th year in the life of citizen Francis Yerro Capistrano, a.k.a. Kapi, born on 4 October 1982 in Makati City, Philippines, by Civil Engineer Almario Paguirigan Capistrano and Occupational Health Nurse Lorlyn Ureta Yerro;
WHEREAS, the previous year was marked with events in his life, both expected and unexpected, both fortunate and unfortunate, and which could be indications of the crisis;
WHEREAS, these include mishaps in his physical health, which could have caused by a stressful lifestyle, including but not limited to hospitalization due to peptic ulcer, attacks of gout due to excess uric acid, and back pains due to the recurrence of a spinal injury, among others;
WHEREAS, same problems, including smoking, a short temper and lack of patience, cramming and tardiness, among others, were not remedied in the same year and could have escalated due to increased stress and disappointment with his life;
WHEREAS, last year also marked a shift from a career in journalism—with his resignation from BusinessWorld and acceptance of an opportunity to work for Senator Mar Roxas as a researcher and legislative staff—which, admittedly, was primarily motivated by disillusionment and other work-related stress in the previous newspaper job;
WHEREAS, productivity in the new job still has a lot of room to improve, and that a re-charting of future plans, as well as continuing education, would be needed;
WHEREAS, even if both careers provided for competitive pay and liquidity, he failed to remedy an excessive spending pattern on consumable goods and to accumulate significant savings;
WHEREAS, immediate family relations remains a stressful affair for citizen Capistrano which needs to be remedied, and that the death of his grandfather, Juan T. Yerro, signifies that he needs to improve relations with his other relatives;
WHEREAS, citizen Capistrano is also already planning marriage with Ms. Pamela Joy Mariano in two years, and physical, emotional, financial and other preparations need to be made already;
WHEREAS, some old friends and other associates through high school, college and the previous job have been kept, some have waned, and new ones have been established, signifying the need to improve management of relations by keeping in contact with them;
WHEREAS, despite an earlier resolution to determine a part of social involvement through the arts, his artistic output, particularly music and poetry, has become inconsistent;
WHEREAS, in the area of music, Tribeless Records’ production has been much delayed, Gapos members have an agreement to discontinue the band if its performance does not improve in one year; he and drummer Joshua Gonzales agreed to form a jazz band;
WHEREAS, in the area of poetry; citizen Capistrano’s writing has been fickle despite expectations, Kilometer64 is at a standstill and its projects remain pending, and a planned poetry workshop with members of Matanglawin not yet materializing;
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that citizen Francis “Kapi” Capistrano implement the measures for the year 2007, to improve physical and mental wellness; career, productivity and finances; relations with family and friends; involvement in the arts and social action;
RESOLVED, FURTHER, that citizen Francis “Kapi” Capistrano consider the following measures to improve his quality of life:
A. Physical Health
· Having an executive checkup within the first quarter;
· Regular exercise, at least three times a week; which may include taking yoga classes, weekend swimming trips, and if permitted by the doctor, football;
· Avoidance of unhealthy food and drinks, such as food rich in fat, sugar and uric acid;
· Reduction of alcohol intake only to special occasions;
· Gradual reduction and eventual elimination of smoking within the first quarter;
B. Mental Health
· Management of stress and fatigue through rationalization of activities, as well as consultation with a life trainer and/or psychiatrist;
· Taking stress and temper therapy and/or yoga classes;
· Renewal of driver’s license only after significant reduction in temper levels;
C. Career and Productivity
· Striving to meet deadlines and set own reasonable work timetables, while not compromising quality of output;
· Taking a graduate degree, either masters in political economy or in business administration focusing in social development;
· Organizing files, contacts, processes, among others;
D. Finances
· Formulating a comprehensive five-year financial plan, with the end-goal of financial independence, in preparation for marriage in two years;
· Striving to allocate 20% of income as savings, and limiting luxury spending to 20%;
· Increasing enrollment in mutual fund while stock market performance is good;
· Enrolling in other investment instruments such as time deposits and trust funds, diversifying such while taking into consideration investment security;
· Finding reasonable and allowable secondary sources of income which will not conflict with and complicate present work, including but not limited to entrepreneurship with select associates, and commissioned writing and musical work;
E. Relations with Family and Friends
· Formulating a plan and preparing for marriage with Ms. PJ Mariano, scheduled in two years or 2009, and considering this event in involvements in other areas;
· Striving to have regular quality time with parents, brothers, cousins, grandparents and other relatives, through recreational activities and attendance in family affairs;
· Contributing to family finances, depending on budget liquidity;
· Striving to have quality time with close friends, as well as with other friends and associates whenever permitted by schedule constraints;
F. Involvement in the Arts and in Social Action
· Striving to increase attendance in meetings and activities of associate, including but not limited to Tribeless Records, Kilometer 64, Matanglawin, Heights, among others;
· In Tribeless Records, undertaking, with Osh Gonzalez, a review of the previous year, rectification of previous errors and planning of at least the next two years, taking into consideration plans of the enterprise’s partners and inputs of others involved;
· In Kilometer64, regularly providing support in terms of creative content, literary folio development, training, finances, among others, without actively being involved in leadership, in short, a “consultant” type of involvement;
· If permitted by schedule constraints, attendance in activities such as cultural nights and other political art activities, literary and music workshops, poetry readings, gigs, among others;
RESOLVED, FURTHER, that he conduct a more detailed planning session next month, with the end-view of formulating a comprehensive life plan and devising performance metrics for such, a window of opportunity to conduct such being the long recess of Congress from 10 February to 3 June 2006 for the 2007 national elections;
RESOLVED, FINALLY, that he conduct a review of the implementation of such plans, preferably in an out-of-town vacation, after six months, preferably before the President’s fourth State of the Nation Address on 23 July 2006.
